The Ministry of Education and Science of Ukraine has launched a pilot national survey of male and female students of higher education institutions regarding their learning experience and level of satisfaction with it.
This is the first testing of a new tool, which should become a direct channel of communication between students and the ministry and the basis for further decisions in the field of higher education.
31 HEIs are participating in the pilot, including Vasyl Stefanyk Carpathian National University. The pilot phase will last until December 16.
Who can participate?
The survey is aimed at second-year students studying in bachelor’s or master’s programs in medicine, pharmacy, or veterinary medicine.
The questionnaire covers questions about:
• organization of training sessions;
• work of teachers;
• study load;
• comfort of the educational environment;
• level of support;
• plans for further training and professional development.
Filling out takes approximately 20 minutes.
What is this survey for?
This is a direct conversation between the Ministry of Education and Science and students. A feedback channel where you can honestly and safely tell what really works in the organization of education and what needs improvement.
“No university will see your answers. Based on anonymized data, we will be able to adjust policies, support institutions that are truly changing, and help those who need additional solutions,” said Mykola Trofymenko, Deputy Minister of Education and Science of Ukraine for Higher Education.
How to participate?
Participation is possible through the applicant’s personal account in the Unified State Electronic Database on Education (UEDB). Please note: this is not the applicant’s account, which is no longer functional, but a separate applicant account, which must be registered in advance.
All responses are sent directly to the Ministry of Education and Science — without intermediaries and without the participation of the university administration, faculty, or educational program.

Confidentiality The Ministry of Education and Science separately emphasizes the complete anonymity of the survey. No personal data (name, surname, etc.) is used during processing. Researchers work only with depersonalized codes, and the results will be published in aggregate form.
Why do students need this?
After the pilot is completed, the tool will be improved and will become a regular mechanism for monitoring the quality of education in Ukraine. In the future, the survey audience will be expanded. For students, this is a real opportunity to influence changes in higher education, it is enough to honestly complete a completely confidential survey.
The pilot is being implemented with the support of the World Bank project “Improving Higher Education in Ukraine for Results” (UIHERP).
